Maybe because caps locks typically translates to yelling over the net? Not to mention it's incredibly annoying and makes the poster look stupid. Most people will just ignore any question you ask if you type like that. :x Actually, a lot of mods would just delete a post like this on many forums/places, regardless of what the person was posting about. So, just a suggestion to fix your post and not do in the future, na.
Oh, and you can only get under code ringtones by owning a japanese phone, and having japanese phone service.. both of which require being in Japan. Unless you have a phone with mp3 capability and a USB cable, but that one is pretty obvious.
